    The two editors are respectively Associate Professors at Pantheon-Assas and Tours universities. Geraldine Gadbin-George is an English solicitor, a former avocat at the Paris bar and a former French judge. Elizabeth Gibson-Morgan is Visiting Senior Research Fellow at King's College London in the Department of Contemporary History.

  • Freedom of expression is not absolute, even though it is a fundamental right enshrined in the European Convention on Human Rights. Under the terms of the Article 10 of the Convention, its exercise may be subject to such restrictions as are prescribed by law and are "necessary in a democratic society" in order to uphold the rights of all individuals.
    The author compares and analyses the protection of and limits on the right to freedom of expression in the case law of European constitutional courts and the European Court of Human Rights, drawing on practical examples, to see whether a common European approach exists in this area.

  • A manifestação correu de uma forma mais ou menos pacífica, com escaramuças e algumas detenções por causa de alguns manifestantes, que provocavam as forças policiais, a ver se com isto conseguiam o apoio popular para partirem para a violência. Mas a maior parte dos manifestantes não pactuou com isso e no global correu tudo bem.
    Na Itália, as manifestações traduziram-se em confrontos violentos entre manifestante e as forças de segurança e, à semelhança do que aconteceu em Lisboa há pouco tempo, os revoltosos arrancaram os cubos dos pavimentos e apedrejaram as forças policiais. Os conflitos originaram centenas de feridos, dezenas de mortos, lojas assaltadas e vandalizadas, veículos e edifícios incendiados e muitas detenções. Já chamavam às manifestações sucessivas a revolta das pedras.

  • National Accounts data is more than just GDP. This book, to be published annually, and its related database present national accounts in a way that reflects the richness inherent in the data and the value that represents for analysts and policymakers. It responds to the Stiglitz Commission's recommendation that policymakers look beyond GDP to get a fuller picture of the entire economy.

    In particular it uses national accounts data to show important findings about households and governments, including important new series on gross adjusted household income and non-financial fixed assets of households. It presents each of the series on a two-page spread, with the page on the left providing information on the meaning, usage, and comparability of the data and the page on the right presenting data from 1995 onwards for the OECD countries as well as graphics highlighting differences among countries.

    Eco-innovation will be a key driver of industry efforts to tackle climate change and realise "green growth" in the post-Kyoto era. Eco-innovation calls for faster introduction of breakthrough technologies and for more systemic application of available solutions, including non-technological ones. It also offers opportunities to involve new players, develop new industries and increase competitiveness. Structural change in economies will be imperative in coming decades.
    This book presents the research and analysis carried out during the first phase of the OECD Project on Sustainable Manufacturing and Eco-innovation. Its aim is to provide benchmarking tools on sustainable manufacturing and to spur eco-innovation through better understanding of innovation mechanisms.     Much has been done over the years to improve fisheries management in OECD countries. Ongoing problems of over-fishing, overcapacity and the economic crisis intensify the need for reform. Although there is a general consensus on the importance of a successful fisheries management, the effort levels and effectiveness of policy reforms have differed among OECD countries. This study examines the factors that facilitate reform, as well as the difficulties countries face in the process of reform. It provides an overview of domestic reform experiences in Norway, Mexico, Iceland, New Zealand and Korea.

  • The Western Balkan region benefits from a cost-competitive labour force and geographic and cultural proximity to EU markets. However, cost competitiveness as a source of differentiation is not sustainable. Cost levels are increasing gradually in some sectors, reducing firms' profitability. In order to sustain competitiveness, the Western Balkans needs to move up the value chain, from investing in automated technology to producing higher-quality goods and enhancing its human capital. This report examines the apparel manufacturing, automotive components and business process and technology outsourcing sectors, focusing on market competitiveness factors, industry key success factors and policy recommendations.

  • As part of a far-reaching programme of economic reforms, the Egyptian government is seeking to improve its business climate to attract more investment and stimulate growth and job creation. The Egyptian Ministry of Investment has asked the OECD to carry out an in-depth assessment of Egypt's business climate to identify policy priorities and actions needed to foster more domestic, regional and international investment. This report presents the results of that assessment. It also highlights Egypt's key reform priorities and describes the challenges and opportunities in improving Egypt's business climate to help Egypt realise its full potential as a high-growth economy.
    The OECD assessment is the first phase of a Business Climate Development Strategy (BCDS) which identifies policy priorities and proposes specific reforms and actions to enable Egypt to achieve measurable improvements in its business climate. One key finding is that Egypt's investment and trade policy reforms have moved the country's business climate closer to best practice in OECD economies. However, the report notes that to attract further private investment, Egypt needs to improve the country's anti-corruption measures, skills development, infrastructure and access to finance, especially for the country's small-and-medium sized enterprises. BCDS Egypt offers specific recommendations on how policies, institutions and regulations can be improved to increase predictability for investors and make Egypt a prime investment destination.
    This review was carried out as part of the wider MENA-OECD Investment Programme. It uses a new BCDS methodology that evaluates the business climate in 12 policy areas and draws on core OECD instruments, such as the Policy Framework for Investment (PFI), which have been successfully applied in other countries. By helping countries prioritise their actions and build consensus among stakeholders, the BCDS process supports the successful implementation of reforms to develop the private sector in the MENA region.

  • Protecting children from sexual violence - A comprehensive approach is a collection of highly readable expert papers for both child professionals and the general public. It is divided into five parts, presenting a European overview and covering the existing legal frameworks; abuse prevention and reporting; rehabilitation and social reintegration of victims; sexual violence on the Internet; and public and private partnerships against abuse. It also sheds light on the little-known problem of children who are sexually abusing other children.
    In addition to providing thorough information on the many facets of this complex subject, this publication also highlights new concepts, facts and recommendations. Foremost is the significant lack of data on the prevalence and nature of sexual violence in Europe, underscoring the need for co-ordinated pan-European research and information gathering, which are vital to effective policy making and programme design. It also sounds the alarm for urgent co-ordinated action in various fields to drastically improve child protection through awareness raising; targeted and specialised training, intervention and therapy programmes; sex education in schools; responsible family attitudes; and justice systems with tighter abuse laws and which take account of children's special needs as reliable witnesses.
    Protecting children from sexual violence is published as part of the Council of Europe campaign to stop sexual violence against children. The hope is that this publication will inspire judges, the police, educators, governments, the media and legislatures to join the campaign and expose, demythify and take concerted action to combat sexual violence against children, a phenomenon that affects as many as 20% of children in Europe.

  • This report presents an overview of country initiatives concerning efficient, effective public services and open and innovative government. It focuses on four core issues: delivery of public services in times of fiscal consolidation; a more effective and performance-oriented public service; promotion of open and transparent government; and strategies for implementation of a reform agenda. These issues were discussed at the OECD Public Governance Ministerial Meeting held in Venice, Italy, in November 2010, hosted by the Italian Ministry for Public Administration and Innovation.

  • With more than two-thirds of the world's poor living in rural areas, higher rural incomes are a pre-requisite for sustained poverty reduction and reduced hunger. This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.
