• This 15th edition of the Agricultural Outlook edition presents the outlook for commodity markets during the 2009 to 2018 period, and analyses world market trends for the main agricultural products, as well as biofuels. It provides an assessment of agricultural market prospects for production, consumption, trade, stocks and prices of the included commodities.

    This edition of the Outlook was prepared in a period of unprecedented financial market turmoil and rapidly deteriorating global economic prospects. Because macroeconomic conditions are changing so quickly, this report complements the standard baseline projections with an analysis of revised short-term GDP prospects and alternative GDP recovery paths. Lower GDP scenarios result in lower commodity prices, with reductions in crop and biofuel prices about one-half those for livestock products. A sensitivity analysis to highly uncertain crude oil prices shows the important links between energy and agricultural prices. The Outlook also reports on a survey of various actors in the agri-food chain in terms of the current impacts of the global economic crisis and credit market constraints.
    The issue of food security and the capacity of the agricultural sector to meet the rising demand for food remains very high on the international political agenda. This report provides a brief overview of critical factors such as land availability, productivity gains, water usage and climate change, and suggests that agricultural production could be significantly increased, provided there is sufficient investment in research, infrastructure and technological change, particularly in developing countries.

  • This report presents an overview of country initiatives concerning efficient, effective public services and open and innovative government. It focuses on four core issues: delivery of public services in times of fiscal consolidation; a more effective and performance-oriented public service; promotion of open and transparent government; and strategies for implementation of a reform agenda. These issues were discussed at the OECD Public Governance Ministerial Meeting held in Venice, Italy, in November 2010, hosted by the Italian Ministry for Public Administration and Innovation.

  • In recent years, the need to address social and environmental challenges has grown in urgency. Climate change, global health, food security and many other global challenges cross national borders and affect a wide range of actors. Yet, in most cases, single governments cannot provide effective solutions. Global challenges call for co-operation on a global scale to build capacity in science, technology and innovation (STI) at both national and international levels. How can international co-operation in STI be scaled up and its scope broadened? How do different modes of governance of international co-operation in STI function and which modes lead to effective and efficient collaboration?
    Based on case studies, this book presents lessons and good practices on a range of governance mechanisms used for international co-operation in STI to address global challenges. The studies cover organisations that address global challenges including agriculture, food security, health, energy and climate change as well as organisations that bring together various types of actors. It takes a first step towards understanding the complexity of governance of international STI collaboration and provides the basis for future research.

Si les États fragiles suscitent de plus en plus d'intérêt de la part de la communauté internationale depuis quelques années, ils sont encore à la traîne par rapport aux autres pays à faible revenu en termes de développement humain. La fragilité - et ses conséquences - peuvent déstabiliser des régions entières et avoir des répercussions à l'échelle mondiale. Relever les défis associés aux situations de fragilité exige une action internationale concertée pour soutenir des processus de renforcement de l'État étayés par de solides relations entre l'État et la société. Il est impératif de pouvoir compter sur des États qui fonctionnent pour faire reculer la pauvreté, maintenir la paix et atteindre les objectifs de développement convenus.
    La publication intitulée Soutenir le renforcement de l'État dans les situations de conflit et de fragilité : Document d'orientation présente les conceptions contemporaines du renforcement de l'État et des recommandations précises de bonne pratique. Elle reprend un cadre conceptuel internationalement accepté en matière de renforcement de l'État, nourri des réalités quotidiennes qui caractérisent les situations de fragilité ou de conflit. S'appuyant sur les bonnes pratiques déjà mises en oeuvre sur le terrain, ce document d'orientation définit comment les pays développés et en développement peuvent mieux accompagner les processus de renforcement de l'État et consolider les fondations sur lesquelles se construisent des États légitimes et compétents. Les recommandations contenues dans ce document d'orientation portent sur des aspects essentiels de l'engagement international, de l'élaboration des stratégies aux activités quotidiennes sur le terrain et dans les services centraux, en passant par la conception et la mise en oeuvre des programmes.

  • For the most part, the findings are clear: while many donors and partner country governments have made significant progress towards the targets that they set themselves for 2010, few of them have been met. Partner country authorities appear to have gone further in implementing their commitments under the Paris Declaration than donors, though efforts - and progress - also vary significantly across countries and donor organisations.
    As the international community takes stock of what has been achieved on the occasion of the Fourth High Level Forum on Aid Effectiveness in Busan, Korea (29 November to 1 December 2011), this report sets out evidence of progress and challenges in making aid more effective. This evidence should help forge a consensus beyond Busan that aid - and its effectiveness -represents only one element of a broader landscape of development finance and joint efforts to make aid more effective can and should inform a broader development effectiveness agenda.

  • This study first analyses an old and recurring form of instability in the region: conflict over resources. A series of case studies examines the causes of these conflicts with reference to the associated regional challenges and response tools. Secondly, the study addresses terrorism, a relatively new dimension of insecurity. It outlines the development of AQMI and Boko Haram and then focuses on a comparative analysis of legal mechanisms to fight against terrorism. The argument holds that the congruence of these insecurities and the current violent crises present an unprecedented risk of destabilisation for West Africa and the international community.
